Shamir Hale
Senior Policy and Advocacy Manager
As the Senior Policy and Advocacy Manager at the Design Council, Shamir oversees public affairs, advocacy, and policy activity. He works with government, policymakers, and industry leaders to ensure the design sector has the right conditions to thrive, creating more value for people and the planet.
Shamir has a background in providing strategic political advice to third sector organisations and businesses, utilising his experience working across government, parliament, and regional authorities. He has worked across major global events including the London 2012 Olympic and Paralympic Games, RHS Chelsea Flower Show, and COP26.
Prior to joining the Design Council, Shamir led the public affairs functions at the Royal Horticultural Society primarily focused on issues of climate, sustainability and improving public health outcomes. He also advised a B Corp focused on tech infrastructure to accelerate efficient energy consumption and reduce fuel poverty for people in social housing.
Shamir previously advised two Members of Parliament on a diverse portfolio of policy areas including housing, civil society, and culture. He delivered stakeholder engagement for the Ministry of Justice during the COVID pandemic, and played a pivotal role in Surrey County Council’s Brexit and devolution planning.
Shamir is passionate about diversity, equity, and inclusion and has served as the Chair of a racial diversity network for a leading housing association. In that role, he was part of the team that introduced the Rooney Rule to tackle under-representation at a senior level as well as working with the gender equality and LGBTQ+ networks to address intersectional concerns.
Outside of work Shamir can often be found in the kitchen with his family or indulging his love of sports.
